- A driveway that meets a public street: yes. You need a Drive Approach permit. It’s $50[1] for each curb cut or sidewalk section. That goes for new driveways, add-ons, and replacements that touch the city’s strip along the street (the right-of-way).
- A slab for a detached garage, shop, or other outbuilding: yes, once it’s 200 square feet or larger. Edmond wants a building permit for it.
- A commercial concrete addition: yes, once it’s 120 square feet or more.
- An inside slab, or a patio that doesn’t touch the right-of-way: maybe not. Private flatwork like this may not need its own building permit. Still, call the Department of Building and Safety at (405) 359-4780 before you start. A five-minute call beats finding out after the pour.
- Any job that disturbs one acre or more: yes, from the state too. You need an OKR10 stormwater permit from ODEQ, the state’s environmental office, on top of any city permits.

There’s the $50[1] Drive Approach permit, the $75[4] application, the $105[3] plan review, and the inspection at $0.06[5] a square foot. On a 600-square-foot driveway, that comes to about $266[2]. What does Edmond’s concrete code require?
City Spec No. 610 and drawing DW-01 set Edmond’s concrete rules. These are the minimums for any permitted driveway or drive approach:
- Concrete type: Portland cement
- Thickness: 4 inches minimum
- Compressive strength: 2,800 PSI at 28 days (PSI is pounds per square inch, or how hard you can squeeze cured concrete before it breaks)
- Base: 4 inches of 3/8-inch aggregate, which is small crushed rock
- Drive approach slab: 2 to 6 inches over the aggregate base
- Home driveway width: 20 feet minimum, 30 feet maximum
- Curb cut radius: 5 feet minimum for homes; 15 feet for commercial
- Expansion joints: a 1-inch joint at the curb cut, plus a full expansion joint across the street
- Sawcut joints: 2 inches deep, sealed with hot-poured sealer
- Frost depth: 18 to 20 inches (Oklahoma City metro area)
Our build order for an Edmond driveway
Edmond’s clay swells when it gets wet and shrinks when it dries out. On top of that, the city’s code sets frost depth at 18 to 20 inches. Freeze-thaw cycles on that kind of clay are the main reason driveways here crack early, and it happens most when someone cut the base work short. The city’s 4-inch rock base is the least a driveway can have. On our jobs, we go past it.
- We dig out to 6 inches below the finished grade.
- We proof-roll the subgrade with a loaded skid steer. That means driving a heavy machine over the dirt to find soft pockets of clay.
- We lay crushed limestone in two layers and pack each one down hard.
- We set the steel on 2-inch chairs. That holds it in the lower third of the slab, where it actually fights cracking. Steel lying on the dirt does no good.
- We pour at 3,000 PSI or more, which is 200 PSI over the city’s minimum.
- We call for the Code 117 pre-pour inspection only after all of that is done.
Skipping any one of those steps saves an afternoon, but it’s also why a driveway can start cracking in year three while the owner thinks that’s just normal wear.
